J. Brian Atwood, Chairman
As the former Administrator of the US Agency for International Development (USAID) for six years, Mr. Atwood oversaw one of the world's largest international development organizations with an $8 billion budget and over 7,000 employees. After retiring from USAID, he headed the US Kosovo relief efforts under President Clinton. During his 30-year career in public life, Mr. Atwood has served under several US Presidents in key administrative and policy-making posts. He is currently the Dean of the Humphrey Institute of Public Affairs at the University of Minnesota. He was instrumental in founding Devex while a professor at Harvard's Kennedy School of Government and has served as Chairman of the Board of Advisors ever since. He is a member of the Council on Foreign Relations.

Tony Barclay
Mr. Barclay is President & CEO of Development Alternatives, Inc. (DAI), one of the largest international development consulting companies in the world. Additionally, he serves as co-Chair of the International Development Task Force of the Professional Services Council, a major trade association based in Washington, D.C., and is former president of the Washington Chapter of the Society for International Development.

A. Peter Burleigh
In his most recent post as acting US Ambassador to the United Nations, Ambassador Burleigh represented the United States on the Security Council, the General Assembly, and other major UN bodies. His work at the UN culminated three decades of diplomatic experience, including positions as Deputy Assistant Secretary of State for Near Eastern and South Asian Affairs, Deputy Assistant Secretary of State for Personnel, Coordinator of the Office of Counter Terrorism, Deputy Assistant Secretary of State for Intelligence and Research, and US Ambassador to Sri Lanka. Ambassador Burleigh is fluent in Bengali, Hindi, Nepali and Sinhalese.

Dinyar (Dinny) Devitre
Mr. Devitre joined Devex at its inception and, at the time, he served as Executive Vice President for Citigroup. In that capacity, he was responsible for Citibank's consumer banking business in Europe, Middle East, Africa, and parts of Asia. Mr. Devitre is currently the Chief Financial Officer for Altria Group, Inc., a Fortune 50 company. He is a resident of New York City and is a Director of Arts International and President of the American - European Community Association.

N. Cinnamon Dornsife
Ambassador Dornsife was the U.S. Executive Director to the Asian Development Bank (ADB) from December 1999 to October 2001, and Alternate Executive Director from January 1994 until December 1999. She has twenty years’ experience in international banking, economic development and foreign policy. Before joining the U.S. Executive Director’s Office at the ADB, Ambassador Dornsife was the Washington Representative for The Asia Foundation. Her career has also included work with The World Bank, the U.S. Department of Agriculture, the U.S.-Asia Environmental Partnership and the Pathfinder Fund.

Baroness Jay of Paddington
Baroness Jay became leader of the British House of Lords in 1998. She was the founder director of the National AIDS Trust from 1988 until 1992. Baroness Jay has held multiple positions in the British Parliament, including Opposition spokesperson on health, Opposition whip, Minister of State, Department of Health, and Minister for Women. She has also held various production posts with BBC television in current affairs and further education. In January 2002, she was appointed a Non-Executive Director of British Telecom. Baroness Jay attended Oxford University where she studied Philosophy, Politics, and Economics.

Bernard Kouchner
Dr. Kouchner is the French Minister of Foreign and European Affairs, and the Founder of Médecins Sans Frontières, which was awarded the Nobel Peace Prize for its pioneering humanitarian work in aiding victims of war and natural disaster in the developing world. He was Special Representative of the Secretary-General and the Head of the UN Interim Administration Mission in Kosovo (UNMIK) 1999-2001). Dr. Kouchner, a medical doctor, served as France's Minister of Health (1993) and before that as Minister of State for Humanitarian Action (1988-1991) and Minister of State for Social Integration (1988). He is the recipient the Dag Hammarskjold Prize and the Prix Europa. He was recently visiting professor at The Harvard University School of Public Health and a François-Xavier Bagnoud (FXB) Center Fellow.

Kishore Rao
Mr. Rao is a Managing Director for BearingPoint (formerly KPMG Consulting) in its trade, investment, and infrastructure practice. He is an economist specializing in the design and implementation of investment and export promotion strategies and is the former CEO of The Services Group (TSG), a global international development consulting firm. He is a specialist in private infrastructure, industrial estates, and regional integration. Mr. Rao has designed corporate site selection and infrastructure investment strategies and has undertaken project work in more than 36 countries. He holds an MBA in Finance from Georgetown University, a BA in Economics from Reed College, and has had training in econometrics at Harvard University.

Howard B. Schaffer
Ambassador Schaffer is the former US Ambassador to Bangladesh and former Political Counselor to India and Pakistan. He twice served as Deputy Assistant Secretary of State. Ambassador Schaffer is the author of a biography of an American politician-diplomat, Chester Bowles: New Dealer in the Cold War, published in 1993 by the Harvard University Press. He has a BA from Harvard College and has done graduate work at Columbia and Princeton. He is currently an adjunct professor at Georgetown University and is the Deputy Director of the Institute for Study of Diplomacy in Washington, DC.

Douglas E. Schoen
Dr. Schoen is Senior Partner at Penn, Schoen & Berland Associates, a foremost strategic consulting company whose clients have included President Clinton, major Democratic elected officials in the United States, public officials from around the world, and Fortune 500 companies. The American Association of Political Consultants named him “Pollster of the Year” in 1996 by for his work in the Clinton campaign. Dr. Schoen was President Clinton's research and strategic consultant during the 1996 reelection, and has been widely credited with creating and effectively communicating the message that turned around the President's political fortunes between 1994 and 1996. For over twenty years, Dr. Schoen has provided strategic advice to political clients in the United States, and to heads of state in countries around the world including Greece, Turkey, Israel, the Philippines, the Dominican Republic, Bermuda, and Yugoslavia. He holds a BA from Harvard University, a law degree from Harvard Law School, and a doctorate degree from Oxford. Dr. Schoen is a member of the Council on Foreign Relations.

Stephen J. Solarz
Congressman Solarz served for 18 years on the U.S. House of Representatives International Relations Committee. He is currently President of Solarz Associates, an international consulting firm, and a Senior Counselor at APCO Worldwide, an international public affairs firm. He assists corporations entering new markets overseas and advises foreign governments in their relations with the United States. Together with former Senator George Mitchell and Ambassador Morton Abramowitz, Congressman Solarz founded the International Crisis Group (ICG) in 1995 where he serves as Vice Chair. Throughout his career in Congress, he was a leading spokesman for global democracy and human rights. The Wall Street Journal remarked on his work as follows: 'He has demonstrated that, by combining legislative cunning and sheer determination, a lawmaker can leave his imprint on foreign policy.' Congressman Solarz is a member of the Council on Foreign Relations.

Shunji Yanai
Ambassador Yanai served in Japan’s Ministry of Foreign Affairs for more than forty years, rising to the position of Vice Minister before being appointed Ambassador to the United States. Now retired from the Ministry of Foreign Affairs, Mr. Yanai is a Director of the Mitsubishi Electric Corporation, a Judge of the International Tribunal for the Law of the Sea, a Senior Advisor to the Rector of the United Nations University, and an Advisor to the Minister for Foreign Affairs in Japan.
During his career in the Ministry of Foreign Affairs, Mr. Yanai led Japan’s peace-keeping operations as Executive Secretary of the PKO Office, overseeing deployments in several countries including Cambodia and Congo. He graduated from the University of Tokyo's law faculty in 1961.
